Definitely a good place to start, but sometimes the department doing the GIS work is not called the GIS department. Speaking from my experience research data availability for each of Kentucky's 120 counties, I'd recommend expanding your search beyond the GIS department of each county. And depending on who is the maintainer of the data, they may use parcel data as a revenue stream. I don't mean to be a Debbie Downer, but I'd be pretty surprised if in a much larger state like California a comprehensive parcel dataset exists. I can't speak for CA, but it's been my experience in Kentucky that there is very little coordination of property data among counties and the maintainer of that data varies from county to county.
